CNCERT Releases Cybersecurity Capability Sharing Platform

On 15 September 2026, CNCERT/CC and partner organizations launched a Cybersecurity Capability Sharing Platform at a forum in Jinan. The first four services are Secure DNS, Secure Cloud, malware sample detection, and CNVD compliance testing.

Platform announced in Jinan

On 15 September 2026, during the 23rd China Cybersecurity Annual Conference and the National Cybersecurity Awareness Week Collaborative Defense Forum in Jinan, the National Computer Network Emergency Response Technical Team/Coordination Center of China (CNCERT/CC) and partner organizations formally released a Cybersecurity Capability Sharing Platform.

The stated purpose of the platform is to gather technology and resources from cybersecurity institutions and companies, and to make national-level capabilities available to network system operators and digital-economy enterprises. It is also intended to support closer interaction between operators and specialist organizations during cybersecurity monitoring and emergency response.

Four capabilities appeared in the first public batch: Secure DNS, Secure Cloud, malware sample detection, and CNVD compliance testing.

Secure DNS

Secure DNS is jointly provided by the China Internet Network Information Center (CNNIC) and CNCERT/CC. In addition to conventional domain name resolution, the service integrates threat intelligence from multiple parties. With user consent, it intercepts visits to malicious domains. It also supports joint analysis of gray-area domains, with the stated goal of improving discovery and handling of advanced persistent threat (APT) groups and cybercrime operations.

Secure Cloud

Secure Cloud builds on conventional cloud protection by updating multi-party threat intelligence and protection rules in real time. The design goal is that once a threat is identified at one point, defenses can be applied for all users without delay. The service also supports joint analysis with users of suspected attacker groups, in order to improve the accuracy of assessments. For user websites that do not yet support encrypted-protocol access, it offers automated, end-to-end management of encryption certificates.

Malware sample detection

The malware sample detection service aggregates malicious-code analysis engines from multiple vendors. Users can upload suspicious samples themselves. Results from several engines are combined into a single determination. CNCERT described the service as a way to move sample assessment toward industry-wide collaboration and to reduce dependence on foreign platforms.

CNVD compliance testing

CNVD compliance testing relies on vulnerability data from the China National Vulnerability Database (CNVD). It evaluates whether cybersecurity products use vulnerability-library data that is comprehensive and standardized, and whether those products can provide authoritative services to users. CNCERT also presented the test as a base for sharing vulnerability data across products and industries and for coordinated handling of vulnerabilities.

How to request access

The first four capabilities are open to society at large. Organizations that need them can contact CNCERT by telephone at 010-82990999 or by email at cncert@cert.org.cn.
